Why an identify card cannot be used as proof of citizenship?

According to the Law on Travel Documents of Bosnia and Herzegovina (Official Gazette of Bosnia and Herzegovina No. 4/97) it is necessary to submit the following documents:

-          application form for passport issuance

-          proof of identity such as an expired BiH passport, identity card, drivers license  issued in BiH/SFRY or other public document proving the identity of the applicant

-          proof of citizenship of Bosnia and Herzegovina: Certificate of Citizenship of BiH not older than 6 months from the date of issue or a passport of BiH

Hence, an identity card serves as proof of identity, while a Certificate of Citizenship of BiH or a passport of BiH is a proof of citizenship.
